Permission to receive is a matter of discipline. As a matter of doctrine, I see nothing wrong with the teaching of Pope Francis that a Catholic Christian who is not conscious of actual mortal sin may receive, in some cases. See my many posts on this topic on my blog.
We should trust the judgment of the Pope and the work of the Holy Spirit through him, and not substitute our own judgments and understanding.
