The term Canon as used in 'Canon Law' has a different meaning than the Canons of Ecumenical Councils.
Canon Law is generally an exercise of the temporal authority of the Church, although the moral law and some teachings of the faith certainly influence or are incorporated into these laws.
Canons of Ecumenical Councils are generally definitive teachings, and so are an exercise of the teaching authority of the Church.
Canon Law 15 is not related to Canon 15 of the Council of Orange.
