This is a decision of the prudential order due to current circumstances in the world which we can respectfully disagree though we are bound under his authority.

There has been many abuses with this penalty and the Pope is considering it inadmissible.

The Church has also made controversial decisions of the prudential order in the past (such as not letting read the Bible to the faithful due to the danger of raising heresies, or not letting the faithful venerate images because of danger of idolatry in some areas), but they were not dogmas.
