Default Ascension Thursday

When did the Church allow Ascension Thursday to be celebrated on the following Sunday Mass? Is this just a USA change?

I saw in our Missalette this morning that if the Holy Day is going to be celebrated on Sunday that the "following readings would be substituted". so I guess it is done on a diocese by diocese basis.

Funny you should say that, Bonaventure, because I am in New Jersey also and went to the beautiful Vigil Mass last night! But it was in that same Missalette that gave the parish the option to celebrate on Sunday!

Diocese of Austin celebrates on Sunday but my parish is Ascension and the priest chose to celebrate today for our name's sake as well as Sunday.
