the job is accountancy budgeting and payrolls of the other employees.

he was not directly known by those operators only one of their close associates offered him a job.

If he is caught by the government, what is the offense/penalty?

there is a law against illegal gambling I do not know the penalty, but those who are in gov and some military are allowing such. They have their pay percent-share so without such il lotto their salaries in gov. is not enough for them. The number game is called "jueteng" there was once a president who was impeach bec of involvement on such game..

I'm sorry, but I don't understand the situation well enough to give a more specific answer.

In general, an illegal act is not necessarily an immoral act. Gambling is not intrinsically evil, so it depends on the intention and circumstances as to whether or not it is moral.
