Permission to receive is a matter of discipline. As a matter of doctrine, I see nothing wrong with the teaching of Pope Francis that a Catholic Christian who is not conscious of actual mortal sin may receive, in some cases. See my many posts on this topic on my blog. https://ronconte.wordpress.com/ We should trust the judgment of the Pope and the work of the Holy Spirit through him, and not substitute our own judgments and understanding.
