Ron,
Phoebe in Rm.16:1 was a deaconess
Their duties differed from those of male deacons.
The First Council of Nicaea A.D.325 says women deacons are numbered among the laity and not among the ordained clergy (Canon 19) (CCC 1577)
I take it that the matter is simply discipline and therefore reformable?

The first consideration is whether the Church has the authority to ordain women to the diaconate. If so, then a change of discipline would also be needed, including changing Canon Law, to allow women to be ordained.

I don't believe women were ordained in the early Church; those were non-ordained lay deaconesses.
